It sound like a surface line with a inside heat tape, in that case
the below may not work. I used a surface line one winter and it
doesn't work in this country.Think I spend most of the winter fixing
hot spots and thawing frozen parts.

Make a streamer like a friend, if you can get into end of the pipe.
He used a old 20 lb. propane tank. took out the value and attached
a 20' hose. He would fill tank about half full , attached the hose
and pushed hose down the pipe. Fired up that old tiger torch and
in a few minutes had a head of stream.
