Cowpeas are about as drought resisitant as they come. I think they originated in Africa and are still a staple crop over there for that reason. Austrian winter peas could work for you. They take off well here if planted in September, but take a little siesta during cold periods, then take off again in spring. They will be less woody stemmed for a plow down if that makes a difference. I am not looking at "N" potential charts right now, but recall that they are both excellent nodulators. I know from experience, that if you let cowpeas go to seed, you can fight volunteer for a good spell, but we have chemical that will stop them, but only in opposite plant characteristics, like sudan.
