If you live in real CRW area (I know you do), then I don't see any way around granulars....legally or practically. Some authoritative agency (not really sure which, we all cower from them however) says you WILL use only 80% acreage maximum of RW Bt.

I don't think it's dependant on the size of the field (plot?) either.

We have been told this was determined by people a lot smarter than farmers. OK.

However, now I read that they're (whoever this is) considering dropping the refuge requirement to only 10%. They must be getting stupider like farmers I guess.

But, I agree w/you 100%....except for the careless part. I don't know of any way to be careful loading granulars in 40mph+ wind days unless you quit & wait for calmer day. I assume that's an alternative for some, but not all.
