I think it means 4 year degrees, which are all pretty much a waste of money.
That's what I'd call a very narrow viewpoint. Just for discussions sake I'll say this, I do work everyday that no one without 150 hours of college courses (plus a good bit more "stuff") is legally allowed to do. The folks I do this work for obviously figure it's worth something (ie not a waste of money). I'm not saying that you MUST have a 4 year degree to do what I do as a practical matter because it probably doesn't (several years of experience would probably work), but "legally" that's pretty well the case.
