I've had some success with a Wingfield harrow. Drag the whole pasture once, drag the areas needing seed again at 90 degrees to the first pass, Broadcast seed where needed, then drag those areas again to cover it. Does a couple things for you, spreading manure etc but does seem to have provided a good stand where reseeded. But we have had a lot of rain since then too. The seed did seem to come up very uniformly and stay where spread rather than running with the water. Drill would be best on a large area but for improving some areas of a pasture this seems to have worked. jmho.
