I've seen soil tests that low before. Always amazes me that with our university education those fields are capable of raising anything. But in NW Ohio, and in parts of Michigan, on the heavy soils they still manage to raise decent wheat. I would sure like to see you split that application, if possible. If not, on top before the disk would probably be the better choice. After the disk and then drilling the wheat would work also, just with the disk you would mix it a bit deeper in the profile.
