Subject: P&K before or after plowing?

Callao, Missouri
I have a field of CRP that came out this fall and will be planting it to wheat. I sprayed it about a month ago, applied the lime, and burnt the grass a couple of days ago. The field will now be plowed in hopes of killing the small trees. Should I apply my P&K before or after it is plowed? The field will be disked after plowing, then drilled. The soil test is calling for a lot of P, it only shows between 4-6# available per acre. It would be a lot smoother to apply the fertilizer first, but I don't want it flipped over to where the wheat won't reach it for awhile. I plan to plow as deep as my neighbors plow will let me.
