| Maybe those dams of bales or fabric should be made leaky by lengths of perforated tile through them and running upstream and downstream a distance. Let the water out more gently and distributed to minimize erosion. Probably cap the ends of the perforated tile laying in the valley. I don't know how long to make the tile, but I think if the water tops the dams the tile wasn't long enough or fat enough. And if the water doesn't occasionally accumulate above the dams, the tile was too long or fat. I might put the inlet of the tile in the valley and the outlet below the dam I might turn to the side of the valley, just keeping that part of the tile about level.
