| I should have mentioned, if the waterways were there before the CRP you may be able to cut them any time you want. Depends on whether they are actually in CRP or are located in a field of CRP. If you are getting paid for the acres in the waterways, you are pretty well stuck.
In this area it is pretty common to have wetlands within the CRP field that are not CRP themselves since they weren't considered cropland when the land was put into CRP, so if they dry out, they can be hayed anytime.
I would assume waterways would work the same, if they were cropland when put in, they're in, if they weren't cropland they couldn't be put in CRP and you should be free to hay them anytime.
