You didn't even show the rules that really control what you are doing. CRP is not to be mowed during the primary nesting season, but in most locations must be mowed over 30 days before first killing frost. In your area there is some bird, any bird will do, that nests in prairie, grass, alfalfa, really anyplace will do up until the first part of July.
Feed value at the time of cutting is not a criteria at all, matter of fact, you could pretty well summarize regulations by saying, grower will wait until hay is basically worthless and then he may (or in many cases must) cut the agreed to acreage.
Best wishes on getting any sort of water flow exemption or really any sort of loosening of those dates at all. Even disaster declaration haying is now locked into the local dates.
As far as the government is concerned, you are going to mow those waterways within the selected timeframe for maintenance, and if you get any value at all out of it, well, lucky you.
