No. Outback's Baseline does not pretend to be RTK. However, the accuracy has been better than the advertised sub 4 inch. In some cases it has been close to an inch, but they won't advertise it that way. Yes, the price you were quoted is correct.
The repeatability comes from a small portable tripod that you move from location to location, with 2-3 miles line of sight.
