It is quite common here in Eastern Washington, but its called "Dammer Diking" Alot of the ground in this area will harden after the first few waterings with the lack of organic matter in the soil. Dammer diking helps to open up the soil and get the water to penetrate rather than run off, particularly on the hillsides. As more no til and minimum til gains ground I think this practice will fade somewhat. Here's a few pictures of our 8 row from last year and a link to the manufacturer.
