There already are laws on the books. The federal seed act prevents duplicate hybrids from receiving different names and numbers. Monsanto for example sells Dekalb 31-51 soybeans. They sell the same exact soybean in a different bag such as Becks and FS seedlines licensed as a variety for seed production by the other companies. By law the companies must list the original variety on the bag in question. For example the old Jack beans could not be relabeled as a different variety.
