First usually you will be in a 200 mile circle. Then a 60% PoP means when the weather conditions have been like it is, it has rained 60% of the time, somewhere in the magic circle. Then 0.01" counts as a rain. Still a 60% PoP also means there is a 40% chance there will be zero rain in your magic circle.
If they are talking about 0.10" of isolated rain, that can mean 3" a mile down the road and nothing anyplace in the magic circle.
If they are talking about 0.25" scattered then half the area can get 0.50" and the rest get zero, and that is a good forecast.
Had an old AF Met Officer tell us, You seldom get much rain in the middle of a drought.
This translates to, during a drought be pessimistic about rain, but in a wet cycle, keep a boat tied to the back porch.
