May be enough incorporation. We used to use clover- its by far my least favorite cover, mainly for the reasons you mentioned. Hard to establish, hard to kill, hard to keep bugs living in it from eating corn. And we never got any tremendous N credit from any of the clovers I tried. My favorite covers after wheat were Oilseed Radish, RUR soys, winter peas, or cull dry beans (in that order). We sprayed the stubble a month or so after harvest and planted cover crop then. Good chance to clean up some weeds, and all of the covers I mentioned die in the winter.
