Put the manure on before you plant it.  As others stated, keep it thin.  The first picture is from last year where I applied some liquid manure onto some wheat stubble right before planting.  You can see a strip behind that did not get any manure.  The second picture is from 2005 where I spread a HEAVY coat of liquid onto cornstalks.
