Do they come out & check YOUR bins irregardless of your contractual arrangements w/them??? Can they come & check ANY bins irregardless of contracts (=loans)? Or-are you saying they are merely doing their spot checks that YOU OK'd & they told you about when you borrowed $$ from them (= sealing grain)? Which is it? Quite a difference. I've never heard of USDA inspecting bins unless their contents were under loan. Your example is worthless. I believe they aren't quite as "random" as you envision. I believe once you're on a survey schedule....you stay there. They (here in IL anyway) continue to LOOK at the same field annually. I believe I may have hit upon an excellent idea to allow willing growers to file w/USDA to constantly fulfill surveys & field inspections. Sounds like a great idea to me. Like I said, territorial complacency is a sign of our times. Sounds like the "I don't care..." is hereditary.
