Germany | in my neck of the woods some farmers apply 28% when the heads are out, but using a hose assembly on the nozzles is obligatory!!! http://www.pe-briner.ch/gallerie/images/Nahaufnahme%20Schleppschl%E... shows such hoses for spreading liquid manure, I found no other pic right now, but you can see what I mean. I sprayed 28% on my wheat lately at the shooting stage, either 100L per ha pure 28%, or 50L plus 150 L water. As a rule of the thumb for us we add at least 3 times the amount of water, or spray it pure. But never spray it onto the heads.
