Mother nature has a cruel streak in her at times.  Sorry for the neighbor family's loss, hard to pull up the strength  to start over,, and where to start? 

Deputy Sheriff  kinda boneheaded naturally or did he grow into it?  The damages will have to be carefully documented and seriously doubt your neighbor has a camera left to document anything with.  

Neighbor boy should find an adult to buy him some lottery tickets, luckiest kid in the world at that moment.
