SE Wyoming | My son was the same way. Tubes in twice. First ones at 9 months. The doc told us to quit giving him a bottle, especially with formula. Said the milk would clog the tubes leading from the ears to the throat. We put a second set of tubes in when he was around 18 months. They removed his adenoids(sp) and made a world of difference.
