The guys that commit the fraud and get away with it aren't worried about premiums going up. Same as the crop insurance claims that aren't legitimate, the ones that do that stuff have effectively lowered their out of pocket premiums (until they get caught). Vandals don't care about people's property or insurance, the system should be designed so that they would have to worry about being flogged at the very least.
