That wasn't the question, was it?  The question I read was do you have to stop. The answer is yes.  I didn't read anything that said which direction the kids were being let off the buses in question. 

A bus can let kids off at a bus stop where it is the bus is off the road and the kids are not allowed to cross the road without flashing lights.  In that case, traffic does not stop.
