Yes they are. She was the one at fault as she hit Dad in the ditch on our side of the road. She just barely missed me as I was driving my truck and had to veer down into the ditch as well. (luckily its right by a field we farm, so Dad and I both knew it was safe to go down)
Dad asked one of the Cops that responded to the call that he knew (being on the fire department they had met before) if he had done the right thing by stopping the car. The cop told him that he figured he did the right thing as she was unresponsive, and even 5-10 minutes after Dad had stopped her and we had gotten her out she didnt know who she was or anything.
But you never know. Worst case scenario, her insurance company accuses Dad of road rage as the reason he stopped her. I doubt they will though.
