Take a look at a subdivision and ask yourself who owns the houses. The "owners" will say they do when in reality they are just occupants living on a rent-to-own basis. The banks own the houses because they all hold the mortgages collatoralized by the properties. And the occupants pay the property taxes and insurance to boot, plus do any repairs and upgrades.
