That is the way it was done here many years ago when we had a fire district with dues. I believe the dues were $15. If you hadn't paid your dues, and you had a fire, it was $100 for the run.
Nowadays, like many others on here, the fire district levies a property tax. I got mine last week. My tax came to over $140 for the fire district. I guess I shouldn't like the tax method, but I think it is fairer, and the fire fighters have been able to get better equipment and a decent fire station. Heck, they even have a branch station, now.
Like you say, someone has to pay. I think it should be "everybody."
