For around $1.15 a "Certificate of mailing" fulfills the burden of proof of delivery to the P.O. A COM does not provide proof of delivery to the addressee. I have used COM's for years on the advise of my wife, a USPS employee.

There is no verifiable proof of what was mailed in any instance.
