I'm not positive but I think around here if your not a member they fight the fire and then bill you at the rate of $100 per hour per truck. I personally think you should give your support or not complain, but in my opinion it depends if they had allways paid and just forgot this time or if they have never paid. I have an uncle that instead of paying his $35 dues he allways sends $100. He told me he allways wanted to make sure they had good equipment.
