Out "Here" we actually have vast tracts of land not under Any Fire department's Juristiction.

Out the boundries of USFS, DRN, any City, or County Fire department.

Works the same way,, NObody responds unless the fire moves toward "Fire Protection provided" Zones.  Fire starts creeping toward Federal or State, etc.. then the trucks and men roll.

"Here"  All fire departments are funded by the taxing districts they serve. And "Mutual Aid agreements" are almost universal. In really bad fires where a Dept is low or out of Equipment and manpower because they're all at a huge fire,, Some department(s) will always send whatever's needed to be a "ready reserve" for the maxed out department.  How far that "mutual aid" extends I'm not sure,, but the Local Department has sent Equipment and manpower 100+ miles away.

Huge fire in California few years ago ??  Mutual aid drew Tankers/pumpers and Manpower from all over the N.W.
