How would you feel if you were out of district saving three dogs and a cat, and another incident occurred within your district. Your response time would obviously be compromised. I'd have a hard time justifying that to an actual rate-payer when asked why it took so long to get personnel and aparatus to the scene.
It's a touchy subject, and one that we're in the middle of "here". Our current policy is that we will respond with whatever needed if human life is in danger. We will send one unit to protect adjoining structures otherwise.
Anyone who has been a firefighter for 15 years should have a grasp of the possible ramifications and liabilities of what amounts to free-lancing IMHO.
