Reality of that is that most folks who aren't paying dues, will either not have the means to pay the bill "after the fact" or will weasel out otherwise. Kinda like why ambulance service is so high. So many folks don't have insurance and can't afford to pay the bill, there is nothing worth going after, and service can't legally be refused. So the rest of us wind up subsidizing the deadbeats.
