Even if the ATV operator has insurance his company will seek for you to pay for his injuries if he falls in a hole or off a cliff or hits a tree along side what he has taken to be a trail. They will file a subrogation claim. In Iowa because the word insurance uttered in a court room is grounds for dismissal of the case the injured party will front the lawsuit funded by the insurance company. All insurance policies have a clause, "the insured will assist the company in recovering losses."

Making the ATV operator have insurance isn't a benefit to the land owner, only to his insurance company.
