I am convinced that colleges and universities are the ones that promote teachers getting masters and PhD's. The need the business and the professors need people to do their grunt work. Most of the ed college professors have not been in a elementary, middle school or high school class room in years, if ever.
Bill Gates and his foundation are now spending millions of dollars trying to learn how to quantify who is a good teacher and who is not. It is hard to nail down, and education is not a very good reference. It is the same way at the university level. Some my best teachers at college only had a BS and the worst had PhD's.
I am glad that new education reforms are trying to get around tenure and promotions based on time is service and education. And more pay and performance based on performance and results.
