From past experience (getting the notice) March 1 or Sept 1 (might even be Aug 1). Few years ago I got the letter mid Feb and I questioned whether I could go plant oats before March 1 so I could tie the ground up a little longer (I didn't do it, most agreed I'd come off looking petty, and here in KS oats rarely gain you more than you put in). Turned wet then so it was a moot point.
