Subject: SC usda estimates

Just wondering if Senior, or anyone else, could tell me if the usda estimates take into consideration altered crop rotations? Corn on corn acres have increased in the last three years, and typicaly yields less than corn in rotation. Could this be something the Usda misses, as some say they have missed last years test weight issues? Or do they account for this in their yeild projections? TIA
