have done both bedded pack and sand freestalls. pack is reallly comfortable for the cows but don't underestimate the increased work with maintaining a pack. It is a lot of work compared to freestalls. Definitely work towards a new facillity but if you just can't swing it right away try to get creative with the modified freestalls. The sand (if you bed deep) will allow you to get away with a fair bit compared to mattresses. But if going that route make sure it is not costing you a lot to do the modification. If it is expensive and is not making a big enough impact it is not worth it.

Always the struggle is finding that line between keeping costs low and not holding yourself back due to inadequate facilities. If you are creative though and half decent at building something (and if you have the time) it can work. it does not matter what it looks like if it works.
