As I understand it, access to fertilizer,capital, and infrastructure is a pretty big reason that more corn isn't grown worldwide. If countries like China and India want to pony up the fertilizer $, then I bet a lot of areas that currently don't raise corn, could. Maybe not immediately, but could.
