Actually, they have eased up on the tile and now we can tile, the problem is exactly as you say. Where can we tile to? We need to have some infrastructure added before it can be done full bore. The problem is public perception. People don't understand that water running out of a tile is cleaner than surface runoff. That and groups like Ducks Unlimited.
