Even paying by the hour, they will drag out the process as much as possible. Their world revolves around "billable hours" and they know exactly how to make the most of them and "justify" their expenses.

There is nothing stopping a person with something fairly simple like this to ask the court clerks office or better yet ask the Prosecuting Attorney's Office.  They may hate answering questions but they ARE Public servants and work for the people of their jurisdiction.
