I am not a banker except for having a bank account. I think that you can start a bank without FDIC insurance. You could start a credit union or a state bank. But each one of these has their own FDIC type of insurance. I would think that these would be a lot cheaper because I don't think any credit unions have gone under (or very few) and the same with the state banks. You could start a bank with these three types of insurances, but the other banks, credit unions and state banks would not very happy with your new bank. They would probably audit you to death and no real customers would trust you with their money.

You could just bury your money in the ground. That is kinda like a bank. And all of this could be wrong.
