In economic terms, farmers operate in a system of perfect competition in which collective action for setting production is unlikely. There is too much pressure on individual farmers to plant for max production. The land owners want the rent paid. Same goes for the property taxes. You won't be able to pay the bills if you reduced production and your neighbors didn't.
