A block at 220 and a radiator at 165 means there's very little water movement. I saw an Adept ape video of measuring the pressure of the water pump, you could try something like that, but most likely the radiator is plugged up with hard water deposits. Does the heater work? that would tell you the water pump is circulating, so point to the radiator being plugged.
