Soil bank and Payment in Kind worked.
In between other programs were tried that payed a floor price for any grain produced. The kicker on that was, we had an over supply of grain. To collect on the govt program you had to produce even more grain. In just a few short years, the mountain of oversupply of grain really grew forcing cash prices even lower. It was a spiral downwards. Not well thought out. You know, the 1980s.
CRP is more wildlife restoration long term oriented, but does control the acres available for cropping and ends up a Soil Bank or PiK type of control.
