Tordon is what we use on freshly cut. Seems to do the trick.
Doesn't Tordon also kill any nearby trees with mingled root systems?

Yes it will translocate via touching roots. If there are desirable trees in the area, I paint the outer ring of the stump with straight Roundup. Works every time.
