Cut them in late August/early to mid-September when the sap is starting to flow back down. Right after cutting generously paint the stump cut with pure glyphosate, 2,4-D, or diesel fuel. A mix of either chemical with diesel will work better, as well as a mix of both chemicals themselves. The sap will carry the chemical down into the roots and kill them.
