If I remember correctly those flow control valves come set from the factory with a relief pressure of about 1600psi. On the ones we have done need to remove the cap and screw in relief valve and get pressure up to 2000 psi to make blowers run correctly. Tee a gauge in the line going to the motor and adjust pressure accordingly.
