Cambridge, southwestern Nebraska | Just my guess as to the reason you don't see a fat ring next to a thin one is ... take the last two wet years, even if it turned off real dry there is enough moisture in the ground to make a fair amount of growth for this year regardless of how dry it is.
Having a wet year after a year or two of extreme drought, the tree would probably respond some but it takes awhile to fully recharge to root system and my guess is the tree also somewhat shuts down growing during a drought and it probably doesn't adapt to the new amount of moisture real quickly.
