Not necessarily. About 10 years ago a friend rolled some bales that were a little tough to get them up before a rain. Left them outside from June until November when he put them inside. Bales caught fire the first week of March, got the machine shed next to the hay shed as well and burned the 3 tractors and vertical mixer inside.
