Fill the tank full……see if that makes any difference. Should eliminate any air that might get in while it’s shut off for a long time.

I expect that either the pump has some wear on the rotor and plungers so it’s not pushing fuel at cranking speed like it used to. Old manuals from Caterpillar described pulling the injectors and reconnecting them to the lines pointing out into the air to observe the quality of the pattern of the injectors. Haven’t done that on anything else but it could probably tell you something about the condition of the combination of pump and injectors. The typical old engine of that day, had an in-line pump so each cylinder had its own pump so you could move injectors from one position to another and see if a bad pattern followed the injector or stayed with the pump. With the rotary pump, if you get a good pattern on some of them, you should be able to eliminate the pump from your diagnosis.
Or the engine isn’t making the compression/heat like it used to. What’s the blow-by doing now?
