Based on experience and refreshing my self with a quick google search, your problem is most likely the operating system itself.  What Windows version are you running.  Is it up to date?  Are all other programs up to date?  When you boot your computer in safe mode it is disabling all startup programs so one of those is probably causing a conflict with SMS.
