3 of ours are just steel. We got inside 2 after 15 years of UAN fertilizer use and it still looked good. The ones for ATS and 10-34-0 rotted out. These were all used for fuel bulk storage for an unknown period beforehand. So I'd use the cheapest option for UAN. Our others are fiberglass or plastic and obviously have no issues there.
